Amerikaanse oud-diplomaat en adviseur. Bekleedde diverse hoge politieke functies ('Assistant Secretary of State for Europe, Special Assistant to the President for the Western Hemisphere, Special Advisor to the President and Secretary of State for the Balkans, and Ambassador to the European Community') in de Verenigde Staten, zowel in het Witte Huis als op Buitenlandse Zaken, onder vier achtereenvolgende presidenten.

Directeur International Security and Defense Policy Center

Na 11 september 2001 vervulde hij zijn laatste regeringsfunctie: speciaal gezant in dienst van George Bush voor Afghanistan. Dobbins was eerder –gedurende de jaren negentig- supervisor van Amerikaanse missies in achtereenvolgens Haïti, Somalië, Bosnië, en Kosovo. Momenteel is hij directeur van het International Security and Defense Policy Center, onderdeel van denktank/onderzoeksbureau The Rand Corporation, gevestigd in Washington. Voornaamste opdrachtgever: het Pentagon. Voor Rand verrichtte hij de volgende studies: America's Role in Nation-Building: From Germany to Iraq (2003); Next Steps in Iraq and Beyond: Testimony Presented Before the Committee on Foreign Relations, United States Senate, on September 23 (2003); A Fresh Start for Haiti: Charting Future U.S. Haitian Relations (2004)
