Mikhail Deliagin (18 maart 1968) is de hoogste adviseur van Poetin en directeur van het Russisch 'Institute for Globalization Studies'. Hij studeerde economie aan de Moscow State University. Hij werkte als analist en adviseur voor de Russische overheid. Ook was hij adviseur van E. Primakov, leider van de Russische partij 'Otechestvo - Vsva Rossiya'(1999-2002). Tussen 2002 en 2003 was hij assistent van premier Kas'yanov. Sinds 1998 is hij, met een korte tussenpauze van een jaar tussen 2002 en 2003, directeur van het Russisch 'Institute for Globalization Problems.'

Deliagin wil Rusland als energiemacht op de kaart zetten. Hij is daarom voor de oprichting van een energie-club binnen de Shanghai Cooperation Organization (SCO), een intergouvernementele organisatie die in 2001 in Shanghai is opgericht door China, Rusland, Kazahstan, Kyrgystan, Tajikistan en Uzbekistan.

Deliagin: 'The setting-up of a club is Russia's first move to diversify the sources of energy and channeling them into Europe, but also into China. Iran likewise makes efforts to supply oil to China, rather than to the US-controlled free market. Tehran plans to deliver its oil to China via Kazakhstan, which means that part of energy resources will leave the free market, and the deficit will then affect the United States, rather than China or India, as was earlier expected."
