Van origine Australische politicoloog (1949); professor aan de University of Westminster. Genoot zijn opleiding aan de universiteiten van Adelaide, Toronto en Cambridge. Naast Westminster is hij ook nog verbonden aan het Sozial Wissenschaft Zentrum Berlin. Keane richtte in 1989 aan de Universiteit van Westminster het Centre for the Study of Democracy op. Hij is tevens lid van de Britse denktank Institute for Public Policy Research (IPPR). In 2009 werd hij samen met George Soros en Jürgen Habermas gezien als Westerse instigator van de volksopstand in Iran. Geldt wereldwijd als wetenschappelijk autoriteit op het gebied van democratische ontwikkelingen.
